Vancouver is a city on the north bank of the Columbia River in the U.S. State of Washington. Incorporated in 1857, it is the fourth largest city in the state, with a population of 161,791 as of April 1, 2010 census.[7] Vancouver is the county seat of Clark County and forms part of the Portland-Vancouver metropolitan area, the 24th-largest metropolitan area in the United States. In 2005, Money magazine named it No. 91 on its list of best places in America to live in.[8]

The Vancouver, Washington, area was inhabited by a variety of Native American tribes, most recently the Chinook and Klickitat nations, with permanent settlements of timber longhouses.[18] The Chinookan and Klickitat names for the area were reportedly Skit-so-to-ho and Ala-si-kas, respectively, meaning "land of the mud-turtles."[19] First European contact was in 1775, with approximately half of the indigenous population dead from smallpox before the Lewis and Clark expedition camped in the area in 1806.[18] Within another fifty years, other actions and diseases such as measles, malaria and influenza had reduced the Chinookan population from an estimated 80,000 "to a few dozen refugees, landless, slaveless and swindled out of a treaty."[18]

Meriwether Lewis wrote that the Vancouver area was "the only desired situation for settlement west of the Rocky Mountains." The first permanent European settlement did not occur until 1824, when Fort Vancouver was established as a fur trading post of the Hudson's Bay Company. From that time on, the area was settled by both the US and Britain under a "joint occupation" agreement. Joint occupation led to the Oregon boundary dispute and ended on June 15, 1846, with the signing of the Oregon Treaty, which gave the United States full control of the area. Before 1845, American Henry Williamson laid out a large claim west of the Hudson's Bay Company (including part of the present-day Port of Vancouver), called Vancouver City and properly registered his claim at the U.S. courthouse in Oregon City, before leaving for California.[20] In 1850, Amos Short traced over the claim of Williamson and named the town Columbia City. It changed to Vancouver in 1855.[21] The City of Vancouver was incorporated on January 23, 1857.[22]

Based on an act in the 1859–60 legislature, Vancouver was briefly the capital of Washington Territory, before capital status was returned to Olympia, Washington by a 2–1 ruling of the territory's supreme court, in accordance with Isaac Stevens' preference and concern that proximity to Oregon might give its southern neighbor undue influence.[23][24][25]

U.S. Army Captain (and future President) Ulysses S. Grant was quartermaster at what was then known as Columbia Barracks for 15 months beginning in September 1852. Soon after leaving Vancouver, he resigned from the army and did not serve again until the outbreak of the American Civil War. Other notable generals to have served in Vancouver include George B. McClellan, Philip Sheridan, Oliver O. Howard and 1953 Nobel Peace Prize recipient George Marshall.[26]

Army presence in Vancouver was very strong, as the Department of the Columbia built and moved to Vancouver Barracks, the military reservation for which stretched from the river to what is currently Fourth Plain Boulevard and was the largest Army base in the region until surpassed by Fort Lewis, 120 miles (190 km) to the north. Built on the old company gardens and skirmish range, Pearson Army Field (later Pearson Field) was a key facility, and at one point the US Army Signal Corps operated the largest spruce cut-up plant in the world to provide much-needed wood for airplanes. Vancouver became the end point for two ultra-long flights from Moscow, USSR over the North Pole. The first of these flights was performed by Valery Chkalov in 1937 on a Tupolev ANT-25RD airplane. Chkalov was originally scheduled to land at an airstrip in nearby Portland, Oregon, but redirected at the last minute to Vancouver's Pearson Airfield. Today there is a street named for him in Vancouver. In 1975 an obelisk was erected at Pearson Field commemorating this event.

Separated from Oregon until 1917, when the Interstate Bridge began to replace ferries, Vancouver had three shipyards just downstream which produced ships for World War I before World War II brought an enormous economic boom. An Alcoa aluminum plant opened on September 2, 1940, using inexpensive power from the nearby New Deal hydropower turbines at Bonneville Dam. After the bombing of Pearl Harbor, Henry Kaiser opened a shipyard next to the U.S. Army reserve, which by 1944 employed as many as 36,000 people in a twenty-four hours a day, seven days a week production of liberty ships, LST's, and "baby flat tops." This influx of shipyard workers boosted the population from 18,000 to over 80,000 in just a few months, leading to the creation of the Vancouver Housing Authority and six new residential developments: Fruit Valley, Fourth Plain Village, Bagley Downs, Ogden Meadows, Burton Homes and McLoughlin Heights. Each of these was later incorporated into the city, and are well-known neighborhoods, while the neighboring "shipyard city" of Vanport, Oregon, would be destroyed by the Memorial Day flood of 1948.

Vancouver has recently experienced conflicts with other Clark County communities because of rapid growth in the area. The city's first annexation more than doubled its size in 1909, with the largest annexation of 1997 adding 11,258 acres (45.56 km2) and 58,171 residents.[27] As a result of urban growth and the 1997 annexation, Vancouver is often thought of as split between two areas, East and West Vancouver, divided by NE Andresen Road. West Vancouver is home to downtown Vancouver and some of the more historical parts of the city, as well as recent high-density mixed-use development.

More than one-third of the Vancouver urban area's population lives in unincorporated urban area north of the city limits, including the communities of Hazel Dell, Felida, Orchards and Salmon Creek. If county leaders had approved a major annexation plan in 2006, Vancouver would have passed Tacoma and Spokane to become the state's second-largest city.[28]

The Vancouver economy is characterized by border economics with neighboring Portland, Oregon. The state of Washington levies no individual or corporate income taxes and levies a property tax below the national average and a sales tax above the national median.[38] The State of Oregon has even lower property taxes and no sales tax but one of the highest state income taxes.[39] As a result, many Vancouver residents prefer to shop in neighboring Portland where they do not pay sales taxes then live and work in Vancouver where they do not pay state income tax. (Washington residents who work in Oregon must pay Oregon income tax.) For the same reasons, the city is popular with retirees. Conversely, the city is less favored by students and young adults.[citation needed] In 2003, 70% of workers in Vancouver worked in Clark County. There is a risk in sales tax avoidance because Washington has a use tax due on all purchases made in Oregon that are then returned to Washington. Vancouver residents "shop at their own risk" when attempting to avoid the sales tax in Washington, although the rule is rarely, if ever, enforced[citation needed] except for purchases requiring registration, such as motor vehicles.

The taxation and demographics of the area depresses the retail sector of Vancouver's economy.[citation needed] Oregon has stricter development laws to protect the timber industry[citation needed]; therefore, Vancouver tends to attract a higher proportion of the region's sprawling development. The voting base also lead to rejection of extension of Portland's light-rail system into the city for several years.[citation needed] In 2013, Washington transitioned away from being a control state.

The economic history of Vancouver reflects the region. Moving from a salmon- and trade-based indigenous economy by the Chinook people, the Hudson's Bay Company pioneered extractive industries such as the fur trade and timber. Subsistence agricultural gave way to market and export crops such as apples, strawberries and prunes. Largely bypassed by the railroad in the 1880s, when the Oregon Steam Navigation company would ferry trains across the river downstream from St. Helens, Oregon to Kalama, Washington, early downtown development was focused around Washington Street (where ferries arrived), lumber and Vancouver Barracks activities such as a large spruce mill for manufacturing airplanes. A 1908 railroad swing bridge across the Columbia allowed greater industrial developments such as the Standifer Shipyard during the first world war. With the Interstate Bridge and Bonneville Dam Vancouver saw an industrial boom in the 1940s, including the Kaiser shipyard and Alcoa, as well as a Boise Cascade paper mill, just west of the Interstate Bridge.[40]

As the old-growth forests were depleted and heavy industry left the United States, Vancouver's economy has largely changed to high tech and service industry jobs, with many residents commuting to Portland. Vancouver contains the corporate headquarters for Nautilus, Inc. and The Holland (parent company of the Burgerville, USA restaurant chain).[41]

The Port of Vancouver USA operates a port on the Columbia River, which separates Oregon to the south and Washington to the north. It handles over 400 ocean-going vessels annually, as well as a number of barges which ply the river and its tributaries as far as Lewiston, Idaho.

The Vancouver Energy project is a proposed crude oil transport hub in the Port of Vancouver USA. It has a tentative construction start date of December 2014 and estimated operation date of 2016. It is estimated, that this project would produce the equivalent of $1.6 billion in employment income during the terminal's construction and for its first 15 years of operation. [42]

Downtown revitalization

In 1997 the city of Vancouver decided to dedicate the next 15–20 years to redevelop and revitalize a huge portion of the downtown core. The first projects started in the early 2000s with the construction of many tall condominium structures around Esther Short park and in the Uptown Village neighborhood. The most lauded outside investment was the construction of a Hilton hotel directly across from the park.

The Columbian newspaper finished building a new seven-story building adjacent to the Hilton in 2008, which, due to financial strains in the company, remained vacant and unused. Early in 2010, The Columbian filed for Chapter 11 bankruptcy and the building defaulted to Bank of America. In June 2010, the City of Vancouver reached a tentative agreement to purchase the former downtown Columbian office building for a fraction of the construction cost. The City bought the two-year-old building and 5.14 acres (20,800 m2) for $18.5 million for use as a new city hall. Before giving up the building in bankruptcy, the owners of The Columbian office building had been asking $41.5 million. By making the move, the city is saving $1 million annually it pays on leases to house about 300 employees in about five buildings around the city.[44]

The Fort Vancouver Regional Library District opened a new, award-winning library on C Street at Evergreen Boulevard in 2011. Future plans on C Street include a new Marriott hotel and roughly 250 new condominiums. Other planned projects in the downtown area include:

  • Library Square – Mixed use project which includes a condominiums building, hotel/condominiums building, offices building, and a new main library.
  • The Luxe – six-story offices and condominiums building.
  • Waterfront Redevelopment – Which include 10K Residents Envision, Retails, Offices, Parks, and more.
  • Prestige Plaza – six-story building which includes condominiums and offices.

Although the kids give me great joy, I do have to admit they are a lot more challenging than I could have ever imagined. But all in all, weve been able to navigate the issues without too much drama.

However, there was one time when I was preparing for a big birthday party for my oldest child, a precocious one who is very affectionate and yet always seems to find trouble . I had spent the entire week cooking and preparing everything for his birthday party to which wed invited a lot of family members and of course, all his little friends.

Bright and early Saturday morning I started decorating the dining room in preparation for the big day . Id made sure I had enough time to do everything but then I suddenly heard an odd noise coming from the bathroom. I ran to the bathroom and saw that the toilet had overflowed, water was everywhere and my little boy was splashing in it for fun.

Needless to say, I found the toilet was completely clogged with water running all over the floor . While mopping up the floor was no problem, I found that I could not unclog the toilet to save my life. At that point, a lot of thoughts when running through my head, but I knew that I only had a few hours at most to clean up the floor and get this toilet unclogged .

I called one that I had used in the past but was worried he wouldnt arrive in time to fix the problem , especially since it was a Saturday, of all days to have this happen! I had called upon his services before, but I didnt know if he could be there in time to save the party, especially on a Saturday . However, he not only answered his phone as he always does, but he told me that he was on his way. I probably should not have been surprised since the plumber had a stellar reputation for service and also was available for emergency calls .

20 minutes after my call, the plumber arrived at my front door . He had a big smile on his face and boy was I relieved . He went straight to work on my toilet while I continued to set up for the birthday party. . He went right to the bathroom and told me to just carry on with setting up for the party . My boys seemed happy to see him too, even if they didnt quite understand what was going on. They sensed that I was in a much better mood.

Fixing the Toilet

The plumber got right to work on the toilet and then explained to me afterwards what had happened . Apparently, my little boy had decided to see just how much paper he could stuff down into the toilet before he flushed . The paper got stuck in the drainage pipe about two feet from the toilet and all the water naturally started backing up .

He explained that when something like this happens, the first thing I should do is shut off the water valve to prevent any more overflowing from occurring . He showed me where the valve was right at the base of the toilet and its very easy to turn it on and off. Knowing boys, and especially mine, there is no guarantee this wont happen again, no matter what I tell them. The next step is to use the plunger to try to force the blockage through the drain so that it can be carried out into the sewage system . He said that the water in the toilet bowl should be enough to force the blockage to dislodge. Once the toilet water has passed down the pipe then I could turn the water back on and try flushing it again . If the blockage has been completely removed it will flush normally.

However, my son was much more thorough in his work so the plumber had to use a snake to free up the blockage . He was able to shove the snake down into the wad of toilet paper and push it through the pipe into the sewer system. Once he finished, he just turned the water back on and the toilet flushed normally.

Since it only took him a couple of minutes to free up the blockage, the plumber inspected the rest of the toilet and found that floating arm was not adjusted properly . I remember hearing what I thought was water running in the bathroom from time to time,.. But I was either too distracted or simply didnt know enough to understand that something was actually wrong with the toilet itself .

He pointed out to me that the handle with the floating ball needed to be adjusted to prevent the water from running into the tank for no reason. I had noticed that our water bill had gone up in the past month. So I was very thankful to him that he spotted this problem . He even showed me how to adjust it myself should this ever happens again.

Thankfully the Plumber Saved the Party

I cannot say enough about my plumber as he unclogged the toilet, fixed another problem and inspected it all within 15 minutes . He was friendly and nice and the charges were very reasonable. I hesitate to think what might have happened if the plumber was not able to arrive in time. As it was, I had no difficulty preparing for the birthday party and none of my guests could even have guessed what had just happened a couple of hours before .

I really didnt think much about what a good plumber is worth until that morning . I am thankful and relieved that my plumber is one that really cares about his work and will make the time for me and his other clients on days when Im sure hed like to be doing something else .

Plumbing How To Fix Videos

Nora was pacing the carpeted floor of the living room. She was pacing back and forth on the carpeted living room floor bouncing him gently in her arms . .Last night he had thrown up twice, and Nora hadnt been able to sleep. Her other son Daniel was four, sitting on the floor in front of the television, half watching a colorful and loud show for preschoolers, half of his attention put on banging two plastic Spider-Man toys together.Every few steps Nora would Tedd at the waist, ducking down a bit to look out of the window behind the couch, and out to the driveway .Noras husband had gone in to work early, leaving before the Sun was fully up.Nora had been left to take care of the two kids. She had taken them downstairs, set them both in the living room and turned on the TV, then went to the kitchen to get breakfast together. At first she didnt notice that the floor was soaking wet. Until she slipped, catching herself on the kitchen cupboard before falling down . The tiled kitchen floor was completely soaked with freezing cold water .She quickly found the source, the cabinet under the sink was wet, and when she pulled it open she could see a small crack in the pipe there. Before she could do anything about it she had to feed the boys so she grabbed some donuts from the cupboard for them to share . Her first move had been to tip toe across the water and grab a pack of foil wrapped toaster pastries for her sons to share. She went to the fridge and made two glasses of chocolate milk in sippy cups and then gave her children their breakfast before hurrying to the phone and calling her husband at work. He was buried under work and not real happy about being interrupted .He got even more surly when she told him what had happened.Call a plumber, he said in an exasperated tone. Then he hung up, and Nora was left to take care of the pipe. She went and sat on the sofa in the living room . They were fighting over their game, with the younger one accusing his brother of cheating. Finally they let it go and focused on the cartoon being shown on TV . .She had dialed one, and they had promised to send someone out quickly. So there she was, holding her youngest son, pacing back and forth and waiting for the plumber to arrive. Finally he did, forty minutes after she had called. He drove a large white van, pulled it into the driveway, climbed out and headed for the front door .Nora pulled the door open before the guy had a chance to knock. Hi, Im Nora, thank you for coming, she said as she greeted him on the front porch. Hi, Im Lance, glad you called. .He was in his late thirties, tall and thin, wearing a large tool belt. Nora, she said introducing herself. She turned and set her youngest next to his brother, and then led Tim to the kitchen . I mopped up what I could, but the pipes broken and still spouting water, she offered as she opened the cupboard under the sink . Oh I see what you mean, he said as he Tedt down with a flashlight to inspect the damage .He peered underneath the sink and nodded his head .Ill cut off the water, and then I can get this fixed up in no time.Nora felt relieved. She didnt know how hard it would be to fix the pipe, but it seemed Dick it wouldnt be a big deal. Lance found the valve easily and got the water turned off, then standing at the sink, turned the water on at the faucet so any remaining water would drain out .Then he Tedt once more and ducked under the sink.He used a rag he kept stuffed in his back pocket to dry the pipe, then he hurried out to his van and brought in a small tub and a flat edged putty knife. He went under the sink once more, by this time having drawn an audience.Noras two sons stood in the doorway, watching the man work .They thought all of his tools hanging on his belt were neat.Tim opened the tub to reveal epoxy. He then wrapped the entire area of the crack with rubber . He pulled two clamps out of his toolbox and placed them carefully over the rubber to hold everything tightly together . Once the epoxy was dry, Lance used waterproof plumbing tape and wrapped it around the pipe, over the rubber, for additional protection . Once he was finished he got out from under the sink, turned the water back on and then turned on the faucet over the sink .The water ran from the spigot and down into the drain.Tim Tedt at his knees and made sure the pipe wasnt going to leak again. It didnt. He smiled and turned to see Nora with her sons in the doorway. Youre good to go, he said .It wasnt a bad leak, so I didnt need to cut out the pipe, I just patched it up. Oh youre a life saver, Nora said, going to get her purse. When she arrived back in the kitchen she was pleasantly surprised to see that Lance had used her mop and bucket to clean up the mess .You dont need to do that! she said. Lance just shrugged his shoulders saying, Im happy to help, you have your hands full as it is with the boys .After he was done Nora wrote him a check, and then gave him a cash tip from her purse. Lance told her that wasnt at all necessary, but she held firm and he finally accepted the tip, thanking her . By now he had his toolbox packed up and was ready to go. Saying good-bye to the boys with high fives all around, he headed out to his van, but not before leaving his card behind at Noras request. She was so grateful the problem was solved so quickly and so inexpensively. And now she knew exactly who to call next time she needs a plumber. Before doing anything else she added Lance to her list of contacts in her smartphone, under Plumber .
